Clue (1): Teddy lives in the People's Republic of Kendy, a totalitarian state.

Clue (2): George's country, Oosa, is more free than Pierre's, but more restrictive than Albert's, which is not Canda.

First, determine the names of the countries. Canda, Kaos, Kendy, Oosa. Then order the forms of government by restriction: Communism, Socialism, Conservatism, Anarchy.

From Clue (1), we know that Teddy lives in Kendy, a totalitarian state. From our chart, we know that Communism is a totalitarian state.

From Clue (2), we know that George lives in Oosa. We also know that he lives under a Conservative state -- the three choices left are Socialism, Conservatism, Anarchy. Since Pierre's is more restrictive, Pierre must live in a country with Socialism. Since Albert's is less restrictive, he must live in the Anarchy. Since we know his country is not Canda, he must live in Kaos. That leaves Pierre living in Canda.
